The WIBC College is to provide each and every individual the opportunity to develop to their greatest potential by offering the following:

The College is located on 194 San Antonio Road, Tamuning, Guam. The College has two tiers of faculty: Permanent and Adjunct.
  • Permanent faculty are members of the College whose primary responsibilities include teaching, scholarship, service, intellectual coordination with the adjunct faculty, professional development, and student advising.
  • Adjunct faculty are skilled teachers whose principal professional commitment are elsewhere in their fields, but contracted to teach a designated number of courses, advise students on cours related topics, and maintain currency in their professional and disciplinary fields. Adjunct faculty may participate in faculty development programs of the College, but have no commitment to other aspects of College life.




The WIBC is focused on the concept of adult learning and courses are offered on a non-traditional basis. Courses are offered every month and on a non-sequential basis. Courses can be taken during any month it is offered and during times most convenient for the working adult.





Prospective students applying for admission to WIBC must file a complete application from as described in the admission requirements procedure.





Applicants may submit student transcripts for application and evaluation purposes.

Official transcripts must be requested from the schools attended and to be forwarded to WIBC. Undergraduate students entering college for the first time must provide an official copy of high school transcript or GED certificate.





WIBCe believes that credit should be given for learning that occurs outside of the classroom. By building upon previous work and life experience. Credits can be earned through evaluation by the College administration toward a degree. Evaluation of apst accomplishments and competencies, as they relate to the degree goal will be done on an individual basis by duly qualified staff.





Grading system for degree programs at the College is established as follows:
A = Excellent Performance
B = Outstanding Performance
C = Average Performance
D = Below Average Performance
F = Fail Performance
Grading system for Certificate and Professional Programs and English Language Institute is based on completion or non-completion basis.
